Education excellence is one of the key pillars of the EA and we have launched many initiatives for students from pre-school to university ages, especially for less fortunate students. Initiated in 1996, the annual Eurasian Community Fund (ECF) Education Awards is the EA’s largest educational disbursement ceremony for primary to tertiary students who are awarded for their academic excellence. In 2009 the EA launched the Merit Bursary Awards Scheme to grant bursaries to deserving Eurasian students wishing to pursue post-secondary education at polytechnics and the ITE. In 2010, university students wishing to attend one of the three local universities were able to benefit from financial assistance via the EA University Scholarship.

The COLLABORATIVE TUITION PROGRAMME (CTP), run by the four Self-Help Groups, namely the Chinese Development Assistance Council [CDAC], Eurasian Association [EA], Singapore Indian Development Association [SINDA] and Yayasan MENDAKI, provides tuition to students at a highly subsidised rate and at convenient island-wide locations. EA Education History

Hochstadt Scholarship
In 1947 the Hochstadt Scholarship was introduced by the trustees of the estate of John Hochstadt. At $300 per annum, tenable for three years, these awards were for marine engineering, motor engineering, plumbing, carpentry, dressmaking, linotyping and nursing.

Eurasian Industrial Scholarship
In addition to this were the Eurasian Industrial Scholarship and the EA School Scholarship for those in the eighth standard.

Eurasian Voluntary Industrial Scholarship
In 1948 a Eurasian Voluntary Industrial Scholarship was started to apprentice boys in trades.

Scholarship Fund
In 1971, EA President Thomas Wilfred Prins launched a drive to start a $100,000 scholarship fund.

Lee Kuan Yew Scholarship
The Lee Kuan Yew (LKY) Scholarship is synonymous with both prestige and a willingness to serve Singapore. It marks Singapore’s continuous effort to recognise outstanding individuals with the aptitude and inclination to contribute to our society. To find out more, click LKYS 2016 Infosheet.

ECF Distinction Award Recipients

Each year, the Eurasian Association gives out Distinction Awards, based solely on academic results, to top Eurasian students who have excelled in their National examinations of PSLE, ‘N’, ‘O’ and ‘A’ levels, as well as outstanding Eurasian students from ITE, Polytechnic and University.

EA Education Schemes

Since its inception in 1919 and becoming a Self-Help Group in 1994, the Eurasian Association (EA) has placed great emphasis on Education which is one of our key pillars. The EA supports students throughout their academic journey, offering numerous awards, bursaries and scholarships for Primary, Secondary and Tertiary levels. Below is a table of EA Education Schemes 2015, the criteria and the application period.

Eurasian Community Fund (ECF) Education Awards

ECF EDUCATION AWARDS Primary, Secondary & Tertiary

The ECF Education Awards ceremony, inaugurated in 1996, showcases the academic achievement of the future generation of Eurasian students. It signals to the Eurasian Community the importance of achieving academic excellence and the Eurasian Association’s support in encouraging more students to further excel in their studies.

The categories of awards are as follows:

Bursary Award – assists to defray certain costs of education for Primary, Secondary and Tertiary students from the lower-income families and has an income criteria (PCI$800).

Merit Award – rewards students from all levels who have shown progress and done well (average grade ‘B’s).

Excellence Award – rewards students who have completed the national exams (PSLE, ‘N’/‘O’/‘A’-level) and emerged in the top 25% of their cohort, based on the MOE listings.

Distinction Award – is awarded to students who have achieved outstanding academic results at their level of education.

For PSLE, ‘NT’ (Normal Technical), ‘NA’ (Normal Academic), ‘O’ and ‘A’ levels, it will be the top student based on the MOE listings, thus the award is entitled eg. “Top PSLE Eurasian Student 2014”.

Each year, the EA writes to the tertiary institutions seeking their assistance to circulate the ECF Education Awards information and application form to all Eurasian students in their institution, who can apply if they wish. The EA Education Committee will select an outstanding tertiary student based on the applications we receive. It should be noted that the grading system and teaching methodology in the Polytechnics and Universities are not the same. Thus, the Distinction award for Tertiary level is entitled eg. “Outstanding Eurasian University Student 2014”. “Outstanding” does not mean “Top”, but refers to a well-balanced student who has achieved good academic results as well as excelled in leadership positions, and done community service work.

The selection of the Outstanding ITE, Polytechnic and University student is based on the applications we receive. It should also be noted that the Eurasian Association (EA) does not have the contact details of every Eurasian in Singapore. Thus, if your child has done well in his/her final exam and you wish to seek recognition, do contact the EA and we will be happy to send you an application form for the ECF Education Awards. We are always happy to recognize Eurasian students who have done well in school.

NOTE: Students need to apply for the ECF Education Awards, by submitting an application form together with the necessary documents. Application forms can be obtained from the Eurasian Association Secretariat Office at level 3 or on the EA website. The Bursary Award has an income criteria; Per Capita Income (PCI) of $800 and below. The Merit, Excellence & Distinction Awards have no income criteria; they are based solely on academic results. The quantum for the award categories ranges from $100 to $300. Recipients and award categories will be decided by the Education Committee.

Project Ray Of Hope

This Scheme is to help students prepare and equip themselves for the next academic school year.

Popular and Bata vouchers are given out to Primary, Secondary and Tertiary students, to purchase educational items for school.

The amount ranges from $250 to $350.

Temasek Cares Education Bursary (TCEB)

Temasek Cares Education Bursary Primary, Secondary & Junior College


NOTE: Only students who are not under MOE FAS are eligible

The Temasek Cares Education Bursary (TCEB) is for Primary, Secondary and Junior College students who are not eligible for MOE FAS (Financial Assistance Scheme). The Temasek bursary is meant to assist with the educational costs of school fees, uniforms and books.

The aim is to encourage students to focus and study hard to pass their examinations well, and progress to the next level in their school. The funding quantum for one academic year is as follows:

Primary: $450, Secondary: $630, Junior College: $675.

Coral De Cruz Memorial Fund

Coral De Cruz Memorial Fund (CdCMF) Secondary

The Coral de Cruz Memorial Fund (CdCMF) is for Secondary students, and covers the various costs of education including school fees, uniforms, books and transport.

The aim is to encourage students to focus and study hard to pass their examinations well, and progress to the next level in their school. The funding quantum is $1200 per student for one academic year.

Merit Bursary Award

Merit Bursary Award ITE & Polytechnic (NP, NYP, RP, SP, TP)

The Merit Bursary Award is applicable for deserving and outstanding Eurasian students who have been accepted into the ITE or any of the five national Polytechnics [NYP, NP, RP, SP, TP] to pursue courses of their choice. Applicants must be matriculating and commencing their course in 2015. The award covers the full cost of tuition and book stipend to enable the student to complete the required tenure of study. Funding is capped at $3500/yr for a 2-year ITE course, and $5500/yr a 3-year Poly course.

The Edward D’Silva Scholarship for ITE / Polytechnic is applicable for deserving and outstanding Eurasian students who have been accepted into the ITE or any of the five national Polytechnics [NYP, NP, RP, SP, TP] to pursue courses of their choice. Applicants must be matriculating and commencing their course in 2015. The scholarship is a one-time sum of $2,000 for ITE and $4,000 for Polytechnic which goes towards the tuition fees.

Recipients of other Scholarships are NOT eligible to apply; however, students under the University Financial Aid Package may apply.  Applicants will be interviewed by the Education Selection Panel. The decision made by the panel is final. Selection of candidates for the award will be competitive and based on academic merit as well as financial position of the families. Additional consideration will be given to applicants who have (in order of priority) taken part in voluntary work with the Eurasian Association, or who have impressive records of co-curricular activities in their school, indicating strong leadership potential. Funding is capped at $10,000 per year for a 3-year course. For 4-year courses, funding for the 4th year will be taken into consideration by the Education Selection Panel.

Oscar George da Silva University Scholarship

Initiated by the late Lawrence da Silva, this scholarship is for a deserving Eurasian student aiming to pursue higher education at one of the local universities. Applicants must be matriculating and commencing their course in 2016. Recipients of other Scholarships are NOT eligible to apply; however, students under the University Financial Aid Package may apply.  Applicants will be interviewed by the Education Selection Panel. The decision made by the panel is final. Selection of candidates for the award will be competitive and based on academic merit as well as financial position of the families.
